CASPER, Wyo. (AP) - A former Wyoming state trooper serving a 15-year prison sentence for kidnapping has pleaded guilty to conspiracy to sell steroids. Franklin Joseph Ryle's plea Friday in Natrona County District Court was part of a deal with prosecutors to drop another steroid possession charge.
