In a comment letter to the Environmental Protection Agency (EPA) and the U.S. Army Corps. of Engineers, Wyoming County Commissioners Association President Bob Rolston, who is also a Sheridan County Commissioner, called a new proposed rule defining waters of the U.S. “deeply flawed."
